Washington Life at Conception Act (HB 1649)

HB 1649 would implement equal protection under the state constitution for the right to life of each born and “preborn” human person.
The bill would define “human being” and “human person” to include beings at all stages of life including, but not limited to, “the moment of fertilization, cloning, and other moment at which an individual member of the human species comes into being.”
Similar to HB 1687, which failed to pass in 2015.
