Texas Bill Regarding Parental Consent for Student Participation in Sex Education in Public Schools (SB 521)

SB 521 would have prohibited abortion providers (like Planned Parenthood) or their affiliates from providing sex education or family planning instruction or providing instruction or instructional materials for use in human sexuality or family planing instruction in a public school.
The bill also would have required the school district obtain written consent from parents before any individual who is not employed by the school district can teach a human sexuality or family planning course.
This bill is similar to HB 22, which also did not pass. HB 22, however, did not contain a written parental consent requirement.
