SF 752 would have required facilities that perform ten or more abortions per month to be licensed by the commissioner of health. A facility that failed to obtain a license would have been guilty of a misdemeanor punishable by a fine up to $300.

SF 752 would also have required the commissioner of health to perform routine and comprehensive inspections and investigations of facilities no more than two times per year. No notice would have been required to any person before an inspection.

The annual license fee for facilities required to be licensed would have been $3,712.
