HB 1057 would have prohibited abortion providers (like Planned Parenthood) or their affiliates from providing sex education or family planning instruction or instructional materials for use in human sexuality or family planning instruction in a public school.

The bill would also have required students to get written parental consent before receiving any family planning or sexual education instruction in the classroom.


The bill was reported out of the House Committee on Public Education but did not make it to a vote. Rep. Leach reintroduced a similar bill (HB 22) in the second special legislative session called by Gov. Rick Perry in 2013. It failed to pass again.
