H.R. 437 would prohibit research with human fetal tissue obtained from an abortion.

The Safe Responsible Ethical Scientific Endeavors Assuring Research for Compassionate Healthcare (RESEARCH) Act would allow human fetal tissue to be used in research only if the tissue is obtained as a result from a stillbirth.

The bill would require research with human fetal tissue conducted or supported by the NIH to meet certain requirements, including informed consent requirements for the donor and researcher, which is currently applied only to research on the transplantation of human fetal tissue for therapeutic purposes.

Research conducted or supported by the NIH may use human fetal tissue only if the tissue was obtained in accordance with state law regulating anatomical gifts.

The bill would repeal current law which prohibits executive branch officials from imposing policies to prohibit the NIH from conducting or supporting research on the transplantation of human fetal tissue for therapeutic purposes.

The bill repeals a requirement that the NIH fund certain proposals for research on the transplantation of human fetal tissue for therapeutic purposes.
