SJR 36 states that all regulations imposed by the United States Department of Education (DOE) concerning transgender education or procedures are void in Oklahoma.

The resolution includes legislative findings based on the Tenth Amendment of the United States Constitution and the scope of federal and state power.

The resolution includes legislative findings based on statements from the American College of Pediatricians (ACPeds) which equate encouragement of transitioning to child abuse.
