LB 990 would prohibit a person from knowingly acquiring, receiving, or otherwise transferring any human fetal tissue for valuable consideration.

“Valuable consideration” would not include any reasonable payments associated with the transportation, implantation, processing, preservation, quality control, or storage of human fetal tissue.

The bill would require all facilities that perform abortions to dispose of the remains in a manner limited to burial, cremation, or approved hospital-type incineration.

Reporting Requirements

Any person who performs abortions within the state would be required to file monthly reports on the treatment of each aborted human fetus.

Failure to comply with the Fetal Dignity Protection Act would be considered a violation of the professional standards of any person holding a professional license.
