Missouri Right to Life Act (HB 1372)

HB 1372 would declare that life begins at fertilization and each human being is deemed a person beginning at the time of fertilization.
The bill would repeal current statutory provisions acknowledging the preemption of state law by the Constitution of the United States and decisions of the United States Supreme Court.
The bill would require law enforcement officers, officers of the court, and any licensed or state regulated entities in Missouri to affirmatively enforce Article I, Section 10 of the Constitution of Missouri, which specifies that no person must be deprived of life, liberty, or property without due process of law.
The bill would replace the term “unborn” with the term “preborn” throughout Missouri law. However, the bill also specifies that the terms “unborn child” and “preborn child” have the same meaning and are interchangeable.
