HB 4831 would prohibit any individual who may profit from the acquisition of fetal tissue, or who acts as a supplier or retrieval agent of fetal tissue, from providing abortion counseling to a patient.

The legislation defines fetal tissue as “a human fetus in its entirety or any tissue, organs, or parts of a human fetus, including, but not limited to, blood, bone marrow, organs, brain, spinal cord, eyes, arms, and legs.”
