SB 352 would allow a child welfare agency to refuse to participate in any placement of a child in foster care or adoption if doing so would violate the “sincerely held” religious beliefs of the child welfare agency.

The state would be prohibited from taking any adverse action—including denying/revoking a license or contract—against a child welfare agency that fails to perform, assist, counsel, recommend, consent to, refer, or otherwise participate in a child placement due to the agency’s religious beliefs.
