Georgia Gov. Nathan Deal (R) signed a bill into law on Thursday that bans insurance coverage of abortion for both state employees and anyone buying coverage on the Affordable Care Act exchanges.

The ban includes no exceptions for rape or incest, and only a very narrow health exception that covers “medical emergencies.” This excludes women who are facing long-term health threats from their pregnancies, or who have fetuses with severe abnormalities.

The ban is a way to codify administrative actions that Gov. Deal took last year to prevent state employees from accessing abortion coverage, and also makes Georgia the 25th state to ban abortion coverage on the new health-care insurance exchanges.

Gretchen Borchelt, director of state reproductive health-care policy at the National Women’s Law Center, told Rewire in February that this law not only attempts to make abortion unaffordable so that fewer women can access it, but also tries undermine the new health-care law. Along with the abortion coverage restriction, Deal refused to expand Medicaid in the state, and he may sign a new law preventing future governors from expanding Medicaid without legislative approval.
